- Step 1: In a large pot, heat the vegetable oil over medium-high heat. Add the beef cubes and brown on all sides.
- Step 2: Add the diced onion, garlic, and bell pepper to the pot. Sauté until the vegetables are softened, about 5 minutes.

- Step 5: In a mixing bowl, combine the flour, baking powder, and salt. Mix well to ensure even distribution.
- Step 6: Add the lard or shortening and mix until the mixture resembles coarse crumbs.
- Step 7: Gradually add warm water, mixing until a dough forms. Knead for about 5 minutes until smooth.
- Step 8: Divide the dough into 8 equal portions and roll each portion into a ball. Let rest for 15 minutes.
- Step 9: On a floured surface, roll out each ball into a thin circle.
- Step 10: Heat a skillet over medium-high heat. Cook each tortilla for about 1 minute on each side, until lightly browned and cooked through.
